*IMPORTANT NOTE: This is not an IT-type job, but more akin to those who have at least 3-5 years of Retail Construction Big Box experience. Experience experience running refrigeration installation preferred.
JOB SUMMARY
The purpose of this position is to assist Construction in providing on-site construction management services for assigned New Store and Remodel construction projects. Provide training and oversite of all deployed employees to comply with required OSR Statement of Understanding, and OSR Principal Duties and Responsibilities. Provide weekly program site progress reporting to the program manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Visits all assigned projects weekly as required.
Reviews project plans, specifications, budget and schedule for all assigned projects. Assists the Project Manager in management of budget.
Helps track and obtain required approvals, permits and Certificate of Occupancy for the project.
Supports PM by monitoring construction budget and records for each project.
Coordinates with contractors, suppliers and vendors. Assists in the resolution of contractual
disputes and problems. Issues and reviews directives and change order proposals, and monitors timely response. Receive, review and approve applications for payment for site work and building construction. Assists Project Manager in closeout of contracts.
Ensures the contractors receive all construction materials, equipment and fixtures; inspect for damage; reconcile quantities received with purchase orders; and submit reports to Headquarters per established procedures.
Manages contractors, vendors, and installers to ensure that the work is accurate, complete, in compliance with the plans, and conforms to Construction’s quality standards. Inspects General Contractor Quality Control programs.
Provides contractor, consultant and vendor performance feedback to appropriate HQ teams.
Assist in the development of schedules. Manages all construction progress and directs recovery action as appropriate to ensure all work is finished within the Project Schedule as established by Project Team.
Manages change, solves and/or communicates problems to the Project team, and answers questions or makes interpretations concerning the work in the client’s best interest.
Ensures construction punch lists are accurate, and the contractor aggressively manages their completion.
Communicates open issues to project teams. Follows up to ensure prompt resolution.
Provides construction Turnover Package to Store Operations and Property Management in accordance with Construction Division process for each site.
Works closely with the Project Managers, Field Implementation Business Partners, Property Management Teams, Store Operations Teams, District Team Leaders, and numerous Headquarters teams which include Real Estate, Store Design, Non-Retail Procurement, Technology Services, Asset Protection, and many others.
Develops and maintains strong working relationships with general contractors, fixture contractors, vendors, and consultants.
Proven ability to coach and mentor people.
Expert ability to interpret engineering documents, evaluate construction estimates, and prepare required construction reports, schedules, etc.
Excellent conflict resolution and interpersonal skills.
Computer proficiency in all of Target’s required systems – TCPM, Fuse, other systems.
Ten years of on-site construction management experience.

EDUCATION and EXPERIENCE
Bachelor's degree (BA/BS/BEng/BArch) from College or University in a technical area of study. Minimum four years of related experience and/or training.


CERTIFICATES and/or LICENSES
PMP (US and/or Canada) and LEED AP preferred.


COMMUNICATION SKILLS
Excellent written and verbal communication skills. Strong organizational and analytical skills. Ability to provide efficient, timely, reliable and courteous service to customers. Ability to effectively present information.


FINANCIAL KNOWLEDGE
Requires advanced knowledge of financial terms and principles. Ability to calculate intermediate figures such as percentages, discounts, and commissions. Conducts advanced financial analysis.


REASONING ABILITY
Ability to comprehend, analyze, and interpret complex documents. Ability to solve problems involving several options in situations. Requires advanced analytical and quantitative skills.


OTHER SKILLS and ABILITIES
Intermediate skills with Microsoft Office Suite. Ability to read and understand architectural drawings. Knowledge in MS Project, leases, contracts, and construction practices.
