Job Description:

What's the role -

The Project Cost Estimator will provide strong, expert leadership in cost estimation delivery and practice. He/she will produce high-quality estimates by translating technical scope into the estimate of Capital (CAPEX) expenditure costs during the pre-project authorization phases (Identify/Assess, Select, and Define); including costs for design, procurement, construction, implementation, commissioning, start-up. The role will serve as a subject matter expert in capital cost estimating and practice

Accountabilities/Responsibilities:

Responsible for building and delivery of high-quality estimates, including: Scouting (Type-1), Order of Magnitude (Type-2), Budget Control (Type-3), & Execute Phase (Type-4)

Accountable for establishing and coordinating pre-estimate requirements for the Estimate Development Plan

Accountable for producing the Estimate Basis to document how estimate was developed

Accountable for QA/QC of all project cost estimates and resource plan deliverables

Accountable for following internal/external benchmarking practices; assessing viability and competitiveness against historical performance, industry norms (IPA) and established key performance indicators (KPI)

Accountable for performing scenario comparisons, uncertainty analysis and sensitivities on cost estimates based on project risk

Responsible for capturing, conditioning and normalizing data for future use

Subject Matter Expert, accountable for the facilitation, development and delivery of deterministic cost analysis/contingency using Technical, Economical, Commercial, Organizational & Political (TECOP) profiles

Subject Matter Expert, accountable for the facilitation, development and delivery of probabilistic cost analysis/contingency

Conduct peer reviews of cost estimates produced by others; including internal staffing plans for projects, Turnaround Estimate Assurance Reviews (TAR), occasional external estimate assurance reviews

Responsible for proactively maintaining expertise in the recognition, evaluation and application of potential effects of market movements over the project (local to site, area, region, state, etc.)

Responsible for maintaining 100% internal compliance with Shell Project Services Standards, Guides and Procedures

Skills & Experience Requirements

Expert knowledge/skill in industry standard cost estimation methodologies using industry standard cost estimation tools to produce cost estimates

Expert ability to interpret and formulate methodologies for deriving quantities from design parameters

Skills/Experience: Extensive experience and expert ability to translating identified project scope and engineering deliverables into the estimate of capital expenditure costs, composed of detailed MTOs, matched with detailed pricing and construction unit hours.

Additional Requirements:

Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.

Engineering Degree preferred. Certification as a Cost Estimator or equivalent experience highly desirable

Minimum 15 years industry experience including lead estimator positions

Excellent analytical, oral and written communication skills

Fully versed with Cost Estimating principles, techniques and industry standard tools

Experienced using AspenTech (KBase)

Experience using @Risk or other probabilistic risk tool

Good understanding of all phases of the project delivery process

Strong understanding of application of benchmarks, metrics and statistical analysis
